Four clear paths — one consistent standard of educational consultancy expertise in Malta.

The Training Consultants has evolved to better reflect how we support educational institutions across Malta. We've brought the educational consultancy, quality assurance and regulatory expertise we've built over the years into four clear areas — Establish, Grow, Strengthen, and Independent Reviews & Second Opinions.

Educational institutions don't stay still. A provider setting up in Malta faces a different set of questions than one expanding its programme portfolio, and both face different pressures again from an institution reinforcing what it already has. Our updated framework brings that expertise together into four clear areas:

  • Establish your institution — lay strong foundations and navigate licensing with confidence

  • Grow your institution — expand programmes, partnerships and reach with purpose

  • Strengthen your institution — build resilient systems and reinforce quality assurance

  • Independent Reviews & Second Opinions — gain objective perspective, available any time

Establish Your Institution

Lay strong foundations and navigate the licensing process with confidence. This is where new providers spend the most time: first engagement with MFHEA, provider accreditation, and getting programme design and governance structures right from day one rather than retrofitting them later. Get this stage right, and everything downstream is easier.

Grow Your Institution

Expand your programmes, partnerships and reach with purpose. Growth takes different forms — a broader programme portfolio, new partnerships, an expanded scope of licence, entry into new MQF levels or delivery modes. Each carries its own accreditation and governance implications, and reach without the right structure behind it is how gaps creep in later. This pillar is about scaling deliberately, whichever direction that growth takes.

Strengthen Your Institution

Build resilient systems, reinforce quality assurance and drive continuous improvement. For providers already established, this is ongoing work: reviewing IQA systems, aligning policy with practice, and preparing evidence and documentation well ahead of any audit. The goal is an institution that's genuinely ready when the time comes, not one relying on a last-minute push.

Independent Reviews & Second Opinions

Gain objective perspective and assurance to make informed decisions with confidence.

Unlike the other three, this one isn't tied to a stage in your institution's journey — it's there whenever you need it, whether you're just starting out, mid-growth, well established, or simply looking for a second opinion right now.

Many providers already have capable internal teams; what they're sometimes missing is an external, sector-specific check at a key moment — before a major submission, before a significant decision, before something goes out the door. This lets you keep the work in-house and bring in specialist expertise only where it counts: a more cost-effective route than outsourcing the entire process to consultants or freelancers, while still giving you the external assurance that matters when the stakes are high.

We're also exploring new ways to make this kind of review even more accessible and convenient— more on that soon.

What This Means Going Forward

The pace of change coming out of MFHEA recently — new requirements, tighter timelines, evolving standards — means none of these four areas can be treated as a one-off task anymore. Establishing, growing and strengthening an institution now call for ongoing attention, not a single push to get compliant and move on. And having an independent, external check available at key moments is fast becoming standard practice for providers who want to stay ahead of that pace, rather than something reserved for when things go wrong.
